Do you mean no definite shape or volume?
If so, then it would be a gas.
A gas will take the shape of its container and the particles are spread out so it can be compressed allowing its volume to change.
I also believe that a plasma would answer this question but a lot of the time, the first three states of matter are focused on.
The liquid state of matter has volume but no definite shape.
The state of matter that has no definite shape or volume is called a gas.
The state of matter that has no definite volume or shape is called a gas.
liquid is the state of matter having indefinite shape but fixed volume.
The state of matter that has no definite shape or volume is a gas.
A solid is a state of matter that has a definite shape and volume.
liquid is the state of matter having indefinite shape but fixed volume.
The state of matter that has definite shape and definite volume is called solid.
The state of matter with a definite volume but no definite shape is called a liquid.
The matter state with a definite volume but an indefinite shape is a liquid. Liquids take the shape of their container but maintain a constant volume.
The state of matter having a definite volume but no definite shape is liquid.
Gas is matter with no definite shape and no definite volume.
