This is also an order by the Supreme Court in 1999 defied by the NAPOCOR and PSALM Boards with the DBM as member of these boards.
Makes me wonder why officials of NAPOCOR and PSALM for DAMA and DBM for COLA are not penalized for recklessness of their action. Mr. President punish these officials.
