It is true. When something (like an air mass) is cold, its atoms are moving around less and are packed closely together. When an air mass is warm, there is less pressure because the molecules of the air are less densely packed. This is why a cold air mass, when it moves into a warm air mass, will sink below the warm air mass. In fact, this applies to most objects and liquids, except for some such as water, which is less dense when it is solid (but cold water is denser than warm water.)
