Pass plus two exam with Physics, chemistry and maths and join Engineering college after passing the entrance examination to study in Mechanical Engineering.
Your memory cache has nothing to do with how well you will learn software engineering, it is all based on the effort which you put in through study and projects.

The admission requirements of all the many Universities and Colleges around the world vary a lot! You don't say where you currently live nor where you want to study for a BSc in Electrical Engineering. In general terms, for admission to such a degree course, you would need to get good grades at least in math and physics plus passes in as many other science subjects as you can. Why not call a local college's admin center and ask them to send you details of their admission requirements for their BSc in Electrical Engineering?
The ODU has much better engineering than VCU. VCU is primarily based on the social arts and business. However, ODU has a program through NASA that causes engineering student to get internships. Plus, it is well known through out NASA employees that ODU has better engineering school than VCU. Thus, if you are like graduate student or undergrad. Freshman year, I strongly suggest to attend at ODU than VCU.
Highest pay in the field of engineering, plus it's a fulfilling job.

as far as my knowledge is concern you can only get into ISRO after engineering. they conduct yearly exam for engineers. but on 10+2 basis there is no such exams
