To get into the first Bowser level, you must have 8 stars. You then go up the stairs, take a right, and go through the door with the giant star on it. Go down the passageway, and you will be dropped right into the level. The second Bowser level requires roughly 30 stars. You go downstairs to the basement, take a left, and again you will be confronted with a door that has a giant star on it. Go through the door, and jump into the watery wall. This will take you to "Dire, Dire Docks". Complete the first star, and when you get out of the level, the watery wall will have receded. Simply jump into the square hole in the ground that the watery wall was hiding, and that is Bowser's second level. The final level requires 70 stars to complete. Go upstairs to the ground level. Go up through the key door, and keep going upstairs. Take a right, and go up those stairs. Go through the door with a giant star on it, and either go left or right. Go up the stairs, through the final star door, and up the stairs, until you reach a brick hole in the ground. Jump into the hole, and you will have reached the final level of Bowser.

(Note: if you do not have 70 stars, the last set of stairs will keep repeating, and you won't be able to reach the final Bowser level.
