There are many variations and forms of this type of government.

In the United States we often see what is called a "town hall" system of governmental administration, particularly in rural areas where there is enough time and order for each person to air their views and stances.

Russian history is richly dotted with instances of a "mir" system of government in which the entire village would come together to establish their rules and laws as well.

There are actually several dozens (if not hundreds) of examples of systems of this nature throughout the world and throughout history.

Generally speaking it's a "Town Hall" style of government though, and we even still use this system in some localities in the US today.
