TALK is not the verb to use in this sentence. And, the words really do make a question rather than a statement. I think you want to say, Can you TELL him who THIS IS? You want someone ("him") to tell to tell "him" who it is that is speaking/calling/talking. This would be better: Will you ASK him who is calling? (Why don't YOU ask him yourself? "Who is this?", you want to know.)
