In Wild World, the maximum amount of residents living in your town is 8. If you want different ones, then you'll have to wait for one to move out first. When you first move in there will only be 3, but more will eventually come. Sometimes if you connect, residents will move out of your friend's town and come to yours. You can also have old residents move back. If you mean other players on a different game card moving to your game card, then they have to go to the town hall and ask about 'moving'.
People will not COME to your house you have to make them their own house it has to have walls a door a light a chair and a table for it to count as a house here are a few ways to get some to come to your house: 1. for the Merchant get 50 silver coins 2.for the Weapons dealer get a gun. And thats about all I know but you can try asking the tutorial guy he'll tell you how to get some people
I assume by "people" you mean NPC's (non player characters). You can allow them to spawn being you fulfill these requirements.

Gun Dealer - By obtaining a musket from a shadow orb
Dryad - By acheiving hardmode, that means killing the Wall of Flesh

Mechanic - By freeing him from the dungeon
Groom - By killing Skeletron
Goblin Tinkerer - By killing the Goblin Army once
You have to fulfill certain requirements, speak to the guide for the specifics. you then need to have a giid suzed house, with walls, a table, a chair and a lightsource.

uhh... i doubt that there is one. People normally use cheats or play it regularly to get what they want on Terraria Edit: Single Player Commands are available.
