you have to defeat the elite four and the champion, when you have to head to mount cornet and you will see a blue dimension if you click on it it will ask you to challenge dialga after you have settled with dialga head back in the entrance and go back to spear pillar now, you will see a pink dimension and if you click on it it will ask you to challenge palkia.

What are the steps to get Dialga and Palkia in platinum?
First, beat all the gym leaders. Then go to the top of Mt. Coronet and you should find Giratina. Catch or defeat him if you already haven't. If you have already captured Giratina, go to the top of Mt. Coronet and there should be a blue portal and a purple portal. Save the game before going into the portals, make sure you have ultraballs, masterball, ect. The blue portal contains Dialga and the purple one contains Palkia. If the portals aren't there, first beat the elite four. It has been a long time before I captured Palkia, Dialga and Giritina. I would beat the elite four first just in case. If you can't beat the elite four, you might as well check Mt. Coronet for Dialga and Palkia. They will both be level 70, while Giritina 48.
