The tenth amendment was added to the Bill of Rights to limit the power of the federal government and give the states' powers Constitution didn't directly give the federal government.

The states created the Bill of Rights to limit the FEDERAL government. Later amendments apply some of the Constitution to state and local governments.
To limit the power of the federal government
It means that a state can limit the federal government to do only certian things. Kind of like you can only do certian things on a computer if your not an adminstratior.
Thomas Jefferson aimed to limit the power of the federal government during his presidency in the early 1800s. He believed in a strict interpretation of the Constitution and advocated for states' rights and decentralized government. Jefferson sought to reduce the federal government's influence and promote individual liberties and freedoms.
The federal government can't make the states change their laws, but they use grants as incentive for the states to make the states laws what the federal government wants. They offer grants for the roads for states to change the speed limit on highways to 65 mph.
The "creation" of the Bill of Rights as a part of the US Constitution had a specific purpose. As the proposed new Constitution of the soon to be United States was aimed at convincing statesmen, newspapers, and public holders of office, that the Bill of Rights was an additional step to make sure that the Federal Government did not infringe upon the civil rights of the USA citizens. It was a step to limit Federal Government powers.
The Tenth Amendment sought to make clear that the individual State governments retained all powers that governments usually have, except for thos specifically given to the federal government. It was intended to limit the powers of the federal government only to the ones given it by the Constitution.
An ever over-reaching government and their attempts to limit the individual rights of the citizens.
The states are not allowed to raise or keep armies. Only the federal government has the power to keep armies.
