The Constitution requires that at least one half of the members of Congress be present in order to vote on a bill. Without that amount, a vote cannot be held.
so they will show that they are responsible for our country
The Constitution states that in order to vote on a bill a simple majority of either the House or the Senate must be present. For the House this means that 281 members must attend. For the Senate this means that 51 members must be in attendance.
Congress has to meet once a year because Section 4 of Article 1 in the United States Constitution requires it. This is because Congress needs to examine the state of the country, determine if legislation is needed, and, as stated in Section 5, " be the judge of the elections, returns and qualifications of its own members, and a majority of each shall constitute a quorom to do business." A "quorom" is the number of members required to be present for business to be legally conducted.
Normally the Congress proposes and passes amendments to the Constitution. This requires a two-thirds vote of the members present in Congress (and assumes a quorum is present). The passed amendment must then be ratified by 2/3 of the states (legislatures or conventions). However, Article 5 of the Constitution also allows states to propose amendments, forming a convention by the vote of at least 2/3 of the state legislatures of the country. This convention would produce an amendment in the same way as the Congress, and it would then be considered for ratification by each individual state as usual. This method has never been utilized.
Congress must have a 'quorum'. That means that at least half of the members must be present. That would be 50 in the Senate and 219 in the House.
The Constitution of the United States says that 2/3 of the Congressmen need to be present to do business. That means that 67 Senators and 291 House of Representatives need to be present during sessions.

quorum
A simple majority is required for a session of Congress. This is known as a quorum. Since the Senate has 100 members, 51 of them must be present. And since the House has 435 members, 218 must be present.
