When the US Constitution was revised it would not be ratified (go into effect) unless 9 states approved it and accepted it.

Rhode Island was the last state to ratify the constitution. After it had been drafted the state legislature initially refused to call for a ratifying convention, prompting the town of Providence to consider seceding. When the state threatened with an economic boycott by Congress - finally did call a convention in 1790, ratification was narrowly approved. Most Americans supported the Constitution once it was ratified.

South Carolina was the 8th state to ratify the Constitution. For the Constitution to go into effect, they needed 9 out of 13 states to ratify. The state after South Carolina would be the ninth state.
The Constitution itself was ratified in 1787. The Bill of Rights, the 1st ten amendments to the Constitution, was added to the Constitution in 1789.
Example: The bosses have ratified / approved the merger. (Agreed and or confirmed officially).
The delegates to the state ratifying convention said they would be more willing to agree to the Constitution if a list of fights was added to it. So supporters of the Constitution promised that after it was ratified, a bill of rights would be added.
Virginia eventually ratified the constitution because Patrick Henry was assured the it would have a bill of right amendment
The people were afraid that the strong new government would use its power to restrict individual freedom.
