A program called Windows Explorer, controls the Icons, The taskbar, and the windows, such as folders, My Documents, and My Computer. Your computer starts up more essential things first, then loads up Windows Explorer (Windows Explorer should not be confused with Internet Explorer.)
Browser is like Internet Explorer or FireFox or Google Chrome is the window that opens when you want to search the internet....

I believe you might have the wrong program in mind - Internet Explorer does not have a Folders option. However - * Windows* Explorer does. Windows Explorer is the program that opens when you want to browse files on your own computer (i.e. My Computer, My Documents, etc.). If you go to My Computer (which opens Windows Explorer), you should be able to go to Tools -> Folder Options.
Open your mhtml file in Internet Explorer( it usually only opens in Internet Explorer). Next, Press Ctrl+P, this is the command. Next, just proceed..... That's all.
No, those are web browsers. The home page is whatever you set the page to be when the browser first opens.
It depends on what you want it to be you have to choose a home page or one might be assigned already. I have Google home and my buddy has MSN Home.
