I believe you might have the wrong program in mind - internet Explorer does not have a Folders option. However - * Windows* Explorer does. Windows Explorer is the program that opens when you want to browse files on your own computer (i.e. My Computer, My Documents, etc.). If you go to My Computer (which opens Windows Explorer), you should be able to go to Tools -> Folder Options.
go to tools internet option and delete all history, delete all files
you go to tools-internet options-connections-LAN settings. the proxy option should be there to tick or untick. Untick for no banned websites etc.
Tools menu for Internet Explorer 7 can be found below the address bar and is the 5th option after, File, Edit, View and Favorites... It can be also found on the top extreme right..
In internet explorer go to tools option in that pop up blocker to be turned off.....
