The INFL REST light stays on in your 91 rs camaro
It is the airbag light. If the light stays solid, it means your airbag needs service. If it flashes, it's just self testing.
on my Buick, when starting car it means it's checking the airbag inflater. If it stays on somethings wrong with the inflater.
Clean all contacts. 99% of the time, that what it is. The contacts get moisture on them. Where are the contacts?

INFL. REST. STANDS FOR INFLATABLE RESTRAINT. THERE IS AN AIR BAG READINESS LIGHT ON THE INSTRUMENT PANEL WHICH SHOWS INFL. REST. THIS LIGHT TELLS YOU IF THERE IS A PROBLEM WITH YOUR AIR BAG. YOU WILL SEE THIS LIGHT FLASH FOR A FEW SECONDS WHEN YOU TURN YOUR IGNITION TO "RUN" OR "START." THEN THE LIGHT SHOULD GO OUT, WHICH MEANS THE SYSTEM IS READY. IF THE AIR BAG READINESS LIGHT DOESN'T COME ON WHEN YOU START YOUR VEHICLE, OR STAYS ON, YOUR AIR BAG SYSTEM MAY NOT WORK PROPERLY.

yes it will start. The infl. rest lamp is for inflatable restraint (airbag) the light will normally come on (flash) for 5 seconds or so when the key is put in the run position that's the air bag system doing a self check
Inflatable Restraint is a common occurrence. When the light illuminates, a code is stored within the CCM (Central Control Module). The code stored indicates a sensor problem - possibly a faulty sensor ground or faulty sensor or sensors.
The infl rest light is just your airbag safety system it should blink a few times when the ignition is turned to on and then it should go out!!
