The Legendary Starfy why doesnt the 8 boss lose hp?

the boss of the eighth stage doesnt lose health the first time cuz its part of the story. you have to let yourself be killed by it in order to advance to the actual fight where he does lose hp. also using the shooting star attack depletes 2 hp.
