I don't know why. That doesn't happen to me very often but if it does, I either make a sim with high mechanical skill fix it OR I call the repairman.
With every sim, there will be the option 'Irritate...' and in that will always be 'Argue'. This can help drive the relationship down enough so that the option 'Break Up' will appear. However, you can also just spend a long time without them communicating with each other. Their relationship will eventually go down and then just do 'Break Up' when it is available.
I am not totally sure, but if you try making the relationship go down to -50 or lower, there may be an option to break up. I am not totally sure about this so do it at your own risk ^_^
