The Marines train harder than anyone. If they "stepped up" their training, Marines would die before getting to Afghanistan. Even though the Army may have stepped up their training, it's not even half of what the Marines do.
The initial course which snipers go through to be selected as snipers is longer in the Marines. However, once selected, training is going to be intensive for snipers in both branches, and they'll end up being on par with each other.

Reserve Marines spend two years on active duty and four years on active reserve. This consists of monthy meeting for one weekend and two weeks of training each year. But with Bush's war now going on you can pretty much figure all six years active whichever way you go.
