In 1818, Andrew Jackson led U.S. forces into Florida during the Seminole War. Jackson's invasion was in response to raids and attacks on American settlements by Seminole Indians and their allies. He pursued the Seminoles into Spanish-held Florida, captured forts, and eventually took control of the territory. Jackson's actions ultimately pressured Spain to cede Florida to the United States in the Adams-Onís Treaty of 1819.

John Quincy Adams saw that there were other views on the declaration of war and the Constitution's position on giving this power the US Congress. In the case involving General Andrew Jackson's military actions in Florida, however, he believed that he had a strong case for supporting Jackson. Adams believed that Jackson's conflict with Spaniards in Florida were defensive in nature. Being that the case, he saw no grounds to have Jackson court-martialed. Adams did not believe Jackson was carrying on a "war" in Florida.
