In certain types of descriptions involving the lack or absence of government control, the term laissez faire is often used. Generally speaking, governments are always in "control" it becomes a question of how much control they choose to exercise.
The absence of any government control is referred to as anarchy. In an anarchic system, there are no established authorities or governing bodies, leading to a lack of formal regulations and laws. This can result in a state of disorder or chaos, as individuals or groups operate independently without oversight. Anarchy can be viewed both negatively and positively, depending on one's perspective on freedom and order.

complete absence of government
There is no official partnership between the US government and any church. The US government has never been in control of a church, and no church has ever been in control of the government.
Anarchism and chaos.
Anarchy is a state of lawlessness and disorder, this usually occurs when a government fails the people. Usually the Government still remains in control as best it can by whatever means it has at its disposal. If the government steps downs then a person or persons chosen by the people will form an interim Government until order can be restored and a duly elected government can be called to replace the disgraced one.
