You don't acually make layouts in photoshop. You make the images that will be placed behind the text of the layout. A layout is the text and images put together. It is basically a big mess of tags, text, URLs, numbers and spaces. A layout just organizes your page. Even while you are looking at this page right now, it has a layout. You do not know what makes it stick together, but if you right click then left clck on "SOURCE" it will show you the tags, text, URLs and numbers that hold the page together.
