I recently bought some old furniture at a reuse it store. It was good quality. I decided to try polyurethane to finish it. What a mistake. The smell lingered forever and the more I researched about toxicity and called the company who makes the product indicated at least a month for smell to leave. I removed the furniture from my home and threw it out. Luckily only a very small investment in the project but not worth the health risk. This product is so toxic that it should only be used in prime conditions.
I have always been told to dust first then vacuum. The idea behind this is that the dust that comes off of furniture will then be vacuumed up soon afterward.
Any experiment should start with a hypothesis.
Dusting is best done once every one or two weeks, but at least every month.
It depends on what you are dusting. I would say around 25 cents to 2$.
I think you should definitely dust first, then get rid of the excess by vacuuming.

Most metal patio furniture needs the occasional dusting to remove pollen and dust that collects on it. If you feel a more serious cleaning is in order, refer to the manufacturer's information about recommended cleaning methods and products.
