In the early Christian church, also called the apostolic church, the Apostles were the ordained leaders of the Christians as a whole. They were evangelists, primarily, but also dealt with other issues, such as disagreements between different groups (as in the neglect of the Grecian widows in favour of the Jews/Samaritans). A bishop, or elder, was to act as a leader/shepherd in a specific congregation (in a team with other bishops/elders--they never had the church run by a single individual).
