They should adjust themselves every time you back up ans stop. Try backing up and applying the parking brake and see if that adjusts them. If not you will need to adjust them manually. There should be a slot on the brake drum backing plate underneath the car on the backside of the drum assembly. It should have a rubber plug. Remove the plug and with a drum brake adjustment tool, turn the star wheel to tighten the brake shoes against the drum. Tighten it until the wheel can no longer be turned. Now back it off until the wheel just turns freely.

What should a properly adjusted drum brake do when turned by hand?
It should run quite free. Due to drum runout, scaling or wear there will possibly be little areas where the friction material will come in contact with the drum. This is common when new shoes have not had time to 'bed in'. This 'binding' may slow the drum slightly but it should not cause the drum to lock-up or make the drum difficult to turn by hand. If the binding is exessive in places the drum screws are not seated and snug tight or there is dirt between the the hub and drum mating faces. Basically the drum is not seated flush.

How do you replace a rotor drum assembly on a Dodge 3500 series?
It's either a rotor (disc brake) or drum (Drum brake) either way you have to remove the wheel for both, for drum it takes a firm rap with a dead blow around the side of the drum and then should pull off. For Disc Brakes you remove the caliper and pads the the same goes for the rotor gentle tapping on the back side and it should come free. The rotor is bolted to the inside of th e wheel hub on a 3500. You need to remove the brake caliper, axle shaft, and wheel hub.
