the engine temperature has to get to 225 degrees Fahrenheit to turn on. If the engine is reaching 230 degrees and it is not turning on the sensor for the engine cooling fan is most likely the culprit. As for the fan operation of the fan with the a/c that is normal

Apply 12 volts directly to the fan from the battery. If the fan works fine in that manner, then you have a blown fuse or defective thermal sensor. I assume your talking about the engine fan, not the cabin fan. The engine fan is designed to come on only when the engine gets hot enough for it. I.E. the fan won't turn on in the dead of winter, or if you just start your car. The fan will turn on whenever the A/C is turned on though, as part of the Air cooling system.
