Check the thermal relay for the cooling fan.

the engine temperature has to get to 225 degrees Fahrenheit to turn on. If the engine is reaching 230 degrees and it is not turning on the sensor for the engine cooling fan is most likely the culprit. As for the fan operation of the fan with the a/c that is normal
Apply 12 volts directly to the fan from the battery. If the fan works fine in that manner, then you have a blown fuse or defective thermal sensor. If the car has A/C and only one fan, then just turn on the ignition, and then turn on the A/C. The fan runs continuously when the A/C is on. If it is running, then the motor is good.
The radiator fan will start to work once your engine reaches a certain operating temperature.
I assume your talking about the engine fan, not the cabin fan. The engine fan is designed to come on only when the engine gets hot enough for it. I.E. the fan won't turn on in the dead of winter, or if you just start your car. The fan will turn on whenever the A/C is turned on though, as part of the Air cooling system.
It takes a 5 volt signal from the Quad module or PCM to turn the fan on. Check voltage going threw plug.
i have replaced the fan, ( it does work when i attatch the code reader), the ac switch light does turn on, i have checked the fuses, all seem to be working, i am stumpted.
mmm mechanical stuff just like people they die... replace it

A fan that is connected to the engine will turn whenever the engine is running, an electric fan will only run when the engine is at the proper temperature, some also turn on whenever the AC is on.
Start the engine and drive it if possible and get it hot. Then open the hood and watch the fan turning, then turn the engine off and the fan should only turn about 2 times at the most after engine is HOT and then turned off. If it free spins several times then the fan clutch is bad. Replace clutch.
