No; beginning in 1870 through 1935 the US Government abrogated (violated) all treaties ever signed with Native American's by acts of the legislature. This abrogation returned all land ownership to Native American tribes although the US Government refuses to vacate the lands taken under those treaties.
The federal government makes treaties through a process that involves negotiation, approval, and ratification. The President, often through the Secretary of State, negotiates treaties with foreign nations. Once a treaty is crafted, it must be submitted to the Senate, where it requires a two-thirds majority vote for ratification. After Senate approval, the treaty is formally ratified by the President and becomes part of U.S. law.
Georgia's first landowners acquired their land primarily through the Georgia Land Lottery system established in the 1800s, which allowed eligible white male citizens to draw lots for parcels of land. Additionally, some land was granted to settlers and veterans of the Revolutionary War as incentives for settlement. Before the lottery system, land was also acquired through direct purchase from the colonial government and through treaties with Native American tribes.
