It depends on whether you count the Council of Jerusalem or not. The Council of Jerusalem, in the book of Acts, was the first great Council of the Church, the next 21 are listed at the link below, starting with the Council of Nicea.

The council called him, "Father of the Fathers" because he was widely venerated as the great pillar of orthodoxy and the great opponent of Arianism. Called a Father of the Church.
I think the answer looked for here is Parliament or the House of Lords, but it really depends on which great council you mean. A lot of of groups have called themselves the Great Council over history.
