The Tusk is nothing but a teeth that has grown out of the skull. Just like a human teeth, it is made of calcium and other minerals. It is used as a display of size and strength and sometimes during fights or to bring down a tree while feeding. Females usually have a very small tusk or no tusk at all.
They are long(can grow to 6 feet!)and white. Though sometimes their tusks can break in a fight. The tusks are actually teeth.
The substance is water. It appears when the weather is cold due to condensation.

I believe that what you're referring to is called "tusks". These are actually molars that grow out the side of an elephant's mouth.
The true albino has no pigmentation at all. Some forms are largely white (polar bears and baby seals, for example) but they aren't albinos.
