I dont think that the 1990 4Runner had daytime running lights so you would have to turn them on yourself. Otherwise the headlights each have their own fuse and a relay in the engine compartment, if these are not bad then it may be the switch.

If I read your question correctly, no. The ECM (engine Control Module) is the computer that controls the engine injector and all it's related idle controls. In addition, it controls all the smog controls and mixture to the engine. It would be tough for the engine to run correctly without proper control. Don't be scared of the ECM and the related controls, they are all very predictable.
There's a Phillips screw at the top of the marker light. You would need to unscrew that and then you will be able to remove the side marker light from your Toyota 4Runner. We have also included a link to a video in the related links section below.
