Soil would be expected to erode the fastest at an area where there is fast moving water downslope. This occurs close to watershed where there is a turbulent flow and high hydraulic action.
wind speeds. the debris flung because of it makes it a major danger zone. find shelter/cover (houses w/ basements, etc.) crap that won't succumb fast to the wind speeds.
The fastest erosion would occur from rapid flooding and fast, high load moving water. Mass wasting or landslides would also move large amounts of material quickly.
