The UN states that its main purpose is "facilitating cooperation in international law, international security, economic development, social progress, human rights, and achievement of world peace." The UN is successful to the extent that it does tend to use what little power it has towards its stated goals; however, it doesn't have that much power, as many member nations (including the USA) don't pay their membership fees, or contribute to the UN in other ways. The permanent members of the security council (USA, Russia, China, Great Britain, and France) haper the UN's effectivity by pursuing their own national interests. The UN's success can be, should be, and is gauged by it's fulfillment of its goals.
