However, if you go outside on a clear evening, you will not see the third-quarter Moon, because the third-quarter Moon does not rise until midnight. So if you saw the third quarter moon high in the sky, it would have been at about 3AM. I don't know about YOU, but I'm hardly ever up at 3AM, and if I am, I'm inside.
And if you do not see the Moon at night, all that tells you is that you don't see the Moon. Depending on the time, it may not be up yet, or it may already have set.
