This may be a personal preference on my part; others may not be bothered. The structure of the sentence tempts me to think that there will be a similarity in the dependence that is described, and not a contrast. It is the use of the words 'just as', and 'so does'. My ear wants the sentence to sound like this: "Just as human work depends on technology so does the safe and effective functioning of technological systems" Just as one thing depends on technology, so does the other thing. Of course, this is not your meaning. It may be better to make the contrast sharp, and to remove the extraneous words. How about: While human work depends on technology, the safe and effective functioning of technological systems depends on people. Or, While human work relies on good technology, the safe and effective functioning of technological systems depends on people.
