The oil drain plug came off my Hyundai excel 99 while i was driving was making knockin noises and then the yellow check engine light came on the stearing went hard i turned it off will it run again?

Unfortunately, it sounds like your engine bearings (and maybe other parts) are damaged. Refill with oil, and if the noise is gone or almost gone, you are lucky. Otherwise,you will need an engine rebuild, or reoplacement engine.
