There would be a penalty... if it was illegal. A number of states *do* allow out-of-state permits to be used in the visiting state, but only if your home DMV allows your permit to be used out-of-state. It just takes a quick call to the other state's DMV and ask if out-of-state permits are valid there. For the record, I think only a few states do NOT allow out-of-state permits, SC, AZ, and NH are three that come to mind.

Actually, Brigham Young only directed one settlement for a state. This was the state of Utah, where the LDS Church Headquarters is.
They all allow direct access to data, however the CD can come in read-only, or write-once format, so that data can only be read from it and not written to it (not written either immediately or after the initial write has taken place).
Harrah's in Cherokee is the only legal casino in the state; it opened in 1997.
