There is no Mayor of Wales, at least in the same sense as there is a Mayor of London. Mayors are of towns, not countries. If you're wanting an answer to who 'rules' Wales, then it's really the Government that is 'in charge'. Although the UK parliament has overall authority, Wales has it's own assembly. The leader of which is Hywel Rhodri Morgan at the moment.
