The reconstruction acts is required by government. This was passed after the American Civil War.

These acts aimed to establish military governance in the Southern states, ensure the civil rights of freedmen, and set the conditions for re-admittance of the Southern states into the Union. They required states to create new constitutions guaranteeing voting rights to African American men and to ratify the Fourteenth Amendment.
