The FCC (Federal Communications Commission) has no role in determining the format of a radio station.
There is an FCC regulation prohibiting it. The FCC is the government agency that grants licenses to operate every radio transmitter in the US, including the licenses held by every AM, FM, and TV broadcast station. They have the power to fine (money) broadcasters who violate FCC regulations, and even pull the licenses of those who seem to be getting out of control.
Media is not as ethical as it was decades ago, ask Roger Ailes and Rupert Murdoch. The FCC has lost its regulatory ways of the past.
