Yes once the body has had a chance to heal and toughen the piercing that tissue will soften up, it's what we call a guarding reaction.

ok, if its hard around the Piercing that's normal, its a callus forming, but if your whole tongue is hard, then I'm not for sure why that is, only thing i can think of is the swelling.

The candy itself isn't gonna harm the piercing. Its just that they can be hard/chewy and you could accidentally bite down on the jewelry while eating the candy. Soft candy can even get stuck around the bar and just cause problems. You might have a problem with sucking on candy if our tongue is swollen too. Just be super careful with it :)
