The only slaves freed as a result of the Proclamation were those liberated by Union troops during their Southern campaigns.
The troops did not especially care what happened to these slaves, as long as their owners suffered enough. But they tagged along as unofficial slaves to the Union armies, eventually being allowed to enlist in the ranks.
