Slenderness Ratio is Basically a Ratio to decide if the Steel angle being used is acceptable for particular loads or not. There is no such allowable limit of slenderness ratio For a particular angle unless it is designed for a particular load. Slenderness Ratio indicates the buckling of the Steel angle. It is the ratio of the effective length of the pile relative to it's radius of gyration of it's cross section. It is usually less or equal to 200. The higher the ratio the weaker or ineffective the strength of the square piles.
short circuit ratio is the ratio of field current to open short circuit voltage n the open circuit current. its value for thermal is less than hydro type.
shear is not critical in designing normal columns (3-5 meter height). but in short columns (Pedestals) around 1meter height or less, shear would be more critical rather than moment or axial force. this also happens for beams less than two meter length in moment resistant frames.
