tar extension can more or less be compared to zip: a tarball (this is the name of a "tar extension'ed file") is used to group file (and eventually folders of files).
Although tarballs are mostly used in Unix flavors, programs such as WinRar for Windows can extract files from them.
In short, such drivers may work for both Windows and/or Unix flavors.
