the vehicle probably has what is called a turbo timer. oil runs through a turbo lubricating and cooling the bearings when in operation. normally when you turn off the car the oil no longer pumps and the turbo is left remaining very hot. the turbo timer continues to pump oil through the turbo in order to prevent damage to the hot turbo allowing it to cool off extending its life
Leave the fan on and put a clutch under the fan, than if you have a turbo connect the fan blower to the turbo
yes eventually the turbo will get clogged up and stop spinnig the fan in the turbo
A supercharger runs off a belt driven directly from the engine where as the turbo runs off a belt driven by a fan in the exhaust
The water pump is to the passenger side of the fan drive, and the thermostat is under the upper hose attachment.

The Special Accessories Drive Shaft...runs from engine to front of vehicle to drive fan, ac pump, alternator etc.
Not advised, it runs the fan and the ancillary devices, power steering, etc.
It might be a bad power supply that only sends the correct voltage type to run a fan but not a mother Bord or hard drive.
02 sensor clean air intake check fuel pump check turbo engine temp cooling fan check cat
by use of fan cluthc wrench ( air hammer)
