It is possible that it is a broken belt, or the tire is really old. We are diagnosing such a problem in the rear of our station wagon only at low speeds. I found a post that suggested the above (broken belt) and this would not likely show or be cured by balancing.

A simple pendulum exhibits simple harmonic motion
Anything that has mass is called matter. Matter also takes up space and exhibits the properties of inertia, that is, resisting a change in its state of motion.
Kinetic energy is the energy of motion, so if something is exhibiting kinetic energy, it is moving.
A torsional pendulum exhibits rotational periodic motion. You can create one by hanging some weight from a cord, and then rotating the weight. The cord becomes twisted, generating a torsion force, that will cause the weight to rotate in the oppopsite direction. Thus, a periodic rotation movement is generated.

The motion of an object upon which the net force is zero exhibits zero acceleration. The object's speed is a constant ... which may be zero ... and the motion is in a straight line
