The wiper arm is very loose and wont move when you turn the wipers are turned on is it the wiper arm that is broken or the motor and either way is it costly to repair?

It may just be the nut that holds the arm on if your vehicle is that type. If it is the kind that is held on with a clip, a couple of different types of clips, some are spring loaded, some are just clips that push around the shaft the arm attaches to. Almost always if something strips out it is the arm not the shaft. The arm is made from softer metal so it will break first.
