It is spring loaded and the water will pull the vent open and close when the pressure equalizes. This is only for a single sink. If using a double sink, one side uses the other for the vent. You need the cracker from Petey's Pirate Pub. It is at the upper left inside. Before you give it to the parrot you have to complete his challenges (jump in the sea, clog the vent). When he tells you to talk to the pirate, go to the tower then use the cracker (your character yells "Polly wanna cracker?"). The pirate gives you the map piece and both disappear when you leave the island.

After you first meet the parrot, he wants you to jump into the sea and then find him again, and he is on a window above the Trading Post. Now he will say "clog the vent and see where I went".
