Your vacuum hose may have a hole in it. It won't be obvious because the hose is in the pool water. That solved my issue. Do you have more than one skimmer? Plug the other ones. Some skimmers have a flap or disc type device that moves either left or right - close this for more vac suction. On the 1st answer - if there are bubbles coming back to your pool - yes you may have a hole or a crack in the vac hose.
Clogged Skimmer, Strainer or filter cart's. Check pressure meter...the lower the better. High Back pressure indicates a need to clean filter. Try a back wash and filter cleaning.
Low suction posiby the filer needs cleaning, or perhaps it is wearing out.
You can get a by pass valve that will alleviate some of the suction by taking water into the hose at another point.

You should have two valves: one for the skimmers and another for the bottom drain. Close the valve to the bottom drain. One of your skimmers should have a rotating disc which will cover the intake at the bottom of the skimmer intake hole. Rotate the disc. In this manner all the suction from the pool pump will be at the one remaining skimmer. Attach your cleaning hose to this remaining skimmer while vacuuming the pool.

If you have a dedicated suction for the vacuum hose (illegal in Australia) then you close the skimmer to increase suction.
