This is strange, check the scale on your meter that you are reading, to make sure that you are on the correct voltage scale. If the reading is correct the suggestion would be to get an electrician to look into why there is such a voltage drop on the outlet. Don't read the voltage across the device, read the voltage from the "hot" wire to ground. That should be 120 volts. If you get that reading then there is a problem with the neutral. It could be loose or have a high resistive condition.

Since there is an AC to DC converter in there, it's hard to say. If it's a basic transformer to rectifier to capacitor design it will put out 6 volts. If it is a transformer to a voltage regulator it's hard to say what will happen. Certainly the drive voltage to the regularor will be cut in half. It may or may not run, but won't be able to run at 12 volts because there won't be any 12 volts to drive the regulator. (There will only be 6 volts.) If it is a switcher it may work fine or it may do nothing.

WHAT????? I hope this is just a comment that you have a caprice and has nothing to do with either 110 or 220 volts Heater element implies either a furnace or a water heater. Where are you checking the voltage? If at the outlet and you only have voltage on one side of the plug it's most likely a fuse or breaker. If there is 220 at the outlet but element is not heating it is the element. Under no circumstance get 110 or 220 anywhere near a 94 Caprice classic
