There are only three reasons that I know of. The first is: the hard-drive has to much memory for the computer to handle. The second is: The hard-drive and/or your computer in infected with a virus. The third is: The hard-drive is fairly new, while the computer is fairly old. I hope these helped!

Of course it isn't. Don't be foolish. If you buy a new hardrive, it will be completely blank, and you will need to purchase an OS for it. However, if you have purchased an OS seperately(not a recovery disc that comes with the purchase of brand new computer, but a full functional separate OS) then you can of course install that onto your new hardrive. If not, then simply just purchase a new OS, they aren't that expensive. XP PRO can be had for around $120.
