No; a black light or UV light is a light bulb that has a phosphor coating that blocks out nearly all light and produces a dark violet colour and produces UV radiation, this can then be used to make fluorescent,phosphor coated or white coloured objects glow.
We see things as black when there is no light coming from that direction. Space is mostly empty, and neither generates light or reflects it, so it looks black. We only SEE things that reflect light, or that generate their own light.

A poster glows under black light if there is white designs on it. Anything white glows under black light. The reason why is because those things have phosphors on them which can only be detected under black light.
